Gateway Computer Professionals United



Gateway Computer Professionals United (G-CPU) is open to all information technology students enrolled at Gateway Technical College who are interested in networking, building relationships and gaining professional experience. The group provides students with the opportunity to tour area industry, attend professional development seminars, and network with area employers.

In addition, club members organize field trips, community service activities, and events such as gaming nights and computer sales. If you're interested in gaining hands on experience or simply meeting new people in the IT field at Gateway, G-CPU is for you.

Gateway Computer Professional United Chapter Constitution and Bylaws

Article I - Name of Chapter

A. The name of the organization shall be the Gateway Computer Professionals United on the Elkhorn Campus.

B. The Student chapter is not for profit.

Article II - Purposes

A. To develop a better understanding of the nature and functions of
information technology.

B. To promote sound general principles in information technology and to
study technical methods with a view to their improvement.

C. To study equipment related to information technology.

D. To disseminate generally, by all appropriate means, all fundamentally
sound information technology principles and methods.

E. To supply to its members information of the most current methods, and
assist them in solving their individual problems.

F. To foster among students a better understanding of the vital business role
of information technology, the proper relationship of information
technology to management, the necessity for a professional attitude
among technology professionals in their approach to an understanding and
application of the principles underlying the science of information
technology and networking among individuals, social, fund-raising, student awareness of computer professional users.

Article III - Organization

Section 1: Student Chapter Requirements

A. The constitution and/or bylaws of this student club shall not be in
conflict with the campus bylaws concerning student chapters.


Section 3: Relationship to College or University

In all cases, the student chapter must meet the requirements for student groups
of its college or university.

Article IV - Membership

Section 1: Student Membership

Student chapter membership shall be granted to any student who is a
pursuing an Information Technology degree program at Gateway Technical College Elkhorn Campus. The degree major must be consistent with the desire to enter the field of information technology and the student cannot be on academic or social probation.



Section 2: Application for Membership

Application for membership shall require attending a meeting & request to be submitted to the officers of the student chapter.

Applications for membership may be rejected only for failure to comply with the
requirements set forth in these bylaws or failure to comply with additional
requirements which may be imposed by the administration of the college or
university of the student club.

Section 3: Cancellation

The student club officers shall have the power to suspend or expel any
member for conduct considered to be contrary to the best interest of the student club. Such action is to be taken only after due notice, in writing, has been given to the member in question, and recorded by the Secretary in the meeting minutes.

The membership of any member who becomes ineligible or fails to meet the
requirement for membership shall be automatically cancelled. Re-application must be made before this member may be reinstated.

Article V - Governing Body

Section 1: Structure

The responsibility for governing the student club may be vested in the
entire club membership, an elected board of directors or an executive
committee made up of the club's officers. The choice among these
alternatives is usually influenced by the size or potential size of the
club. Smaller clubs might opt for the entire membership as a
governing body while large ones would typically choose the board of
director form. Those in between find an executive committee effective. In,
any event, the club's proposed bylaws should describe the governing
body, its size and structure, in this section:

Section 2: Officers

Student club officers always include an elected president, vice
president and secretary-treasurer or a secretary and a treasurer, the
choice with respect to combining the Secretary and Treasurer duties again
depends somewhat on the potential size of the club, as size influence
the routine work performed by each of these officers. A clear choice can
be indicated in this section of the proposed by laws, or provisions can be,
made for combining the positions initially and separating them later, at the
discretion of the governing body, choices with respect to the elections Of officers and, if implemented, members of the Board of Directors, should be documented in this section. The number of officers and directors to be elected or appointed by the executive officers as required, the terms of office and provision for filling vacancies that might occur in mid-term should be included. The applicable academic term e.g. quarter, semester, trimester, ect. will strongly influence election timing of term of office.
Section 3: Vacated Offices

Should an office be vacated prior to the end of the fiscal year, the Executive Board will determine if it is in the organization’s best interest to elect a new officer. Their decision will be based, in part on how much of the fiscal year remains

Section 4: Committees

When a board of directors is used, it is fairly common to fill the positions of the club’s standing committees from the board by assignment or election. Whatever method is adopted for obtaining chairpersons, it should be documented in this section, along with a list of mandatory standing committees. Typical standing committees include Membership Growth and Retention, Programs education, fund raising.

Awards and Bylaws, and Public Relations.

Section 5: Responsibilities of Governing Body

The principle responsibilities of the governing body are to establish long-
range plans for the club, to determine and communicate policy, to
coordinate club activities, to oversee club finances and to ensure the
continuity of club operation from on academic term to the next.

Article VI - Meetings

Meetings of the student club shall be held during the regular school year. Special meetings may be called at any time by, the president or by written request of not less than 10 percent of the membership. Notice of any special meetings shall be communicated via e-mail at least five days in advance.

Section 1:

The student chapter officers shall manage and control the property of the student club.

Section 2:

All financial policies shall be consistent within the requirements of the college or university.

Section 3:

Local fees may be levied by the student club to meet operating expenses.

Section 4:

The student club shall not pay, assume or become responsible for the personal or unapproved debts or liabilities of any individual member of the student club.

Section 6:

The student club fiscal year shall begin on July 1 and end on the
following June 30.


Article VIII - Committees

The student club shall form whatever committees are necessary for efficient
operation.

Article IX - Quorum

One third of the members of the student club constitutes a quorum at any
meeting or election.

Article X - Rules of Order

Rules contained in Robert's Rules of Order, Revised shall govern the student
club in all cases for which they are applicable, and in which they are not
inconsistent with the bylaws of the student chapter.

Article XI - Restrictions

The student club shall be non-racial, non-partisan and non-sectarian, and shall
wholly abstain from any political or labor affiliation or endorsements for any public office.

Article XII - Amendments

A. Proposed amendments to the student club bylaws may be submitted in
writing to the secretary by any officer or member of the student chapter.
The secretary shall promptly notify all officers.

B. Amendments to the bylaws shall be made at any regular or special
meeting of the student chapter by a two-thirds vote of the members
present, including properly registered proxies, providing a quorum is in
attendance.

C. Any proposed amendments must be submitted to and approved by the
chapter officers at least 30 days in advance of any regular or special
meeting. A copy of the proposed amendment shall be sent to each
student chapter member at least 10 days in advance of the meeting at
which any amendment is to be submitted to a vote.

D. All changes in bylaws must be submitted to the student chapter
coordinator.
